19-517 (Fink): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon employment of the
Chief Code Engineer for the City of Philadelphia
(“City”) Department of Licenses and Inspections
following termination of employment with the City
Department of Licenses and Inspections.
19-518 (Harmon): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon employment of the
Director of the Fine Arts Program/Percent for Art
Program of the Philadelphia Redevelopment Authority
following termination of employment with the
Philadelphia Redevelopment Authority.
19-519 (Dunheimer): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon employment of a
Senior Assistant District Executive, Transportation
following termination of employment with the
Pennsylvania Department of Transportation
(“PennDOT”).

Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon employment of an
Airport Operations Officer Supervisor for the City of
Philadelphia Department of Commerce (“City
Department of Commerce”) following termination of
employment with the City Department of Commerce.

19-521 (Gladysiewski): Re: Whether, as a Medium Voltage Electrician for
the Pennsylvania Department of Transportation
(“PennDOT”) under job code 94450, you would be
considered a “public employee” subject to the Public
Official and Employee Ethics Act (“Ethics Act”), 65
Pa.C.S. § 1101 et seq., and the Regulations of the
State Ethics Commission, 51 Pa. Code § 11.1 et seq.,
such that upon termination of your employment with
PennDOT, the restrictions of Section 1103(g) of the
Ethics Act would be applicable to you.
19-522 (Bennett): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon employment of an
individual employed/serving as the Land Planning
Manager, Assistant Zoning Officer, and Code
Enforcement Officer for Silver Spring Township,
Pennsylvania, following termination of
employment/service with Silver Spring Township.
19-523 (Smith): Re: Whether, as a Member and Chair of the City of
Butler Shade Tree Commission, you would be
considered a "public official" subject to the Public
Official and Employee Ethics Act (the "Ethics Act"), 65
Pa.C.S. § 1101 et seq., and the Regulations of the
State Ethics Commission, 51 Pa. Code § 11.1 et seq.,
and particularly, the requirements for filing Statements
of Financial Interests.
19-524 (Morgan): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose prohibitions or restrictions upon an
individual employed as the Sewage Collector for the
Shirley Township General Authority (“Authority”), who
also serves as a Member of the Authority Board and
as the Tax Collector for Shirley Township
(“Township”), with regard to simultaneously serving as
the Treasurer of the Authority.
19-525: Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon employment of the A
for the B in the C following termination of
Commonwealth employment.
19-526: Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon employment of an A

service with the Commonwealth.
19-527 (Fedeles): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose prohibitions or restrictions upon a
county commissioner with regard to voting on the
exoneration/forgiveness of delinquent taxes owed on
a property that the county commissioner’s niece
purchased from the county repository.
19-528 (Yakupkovic): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon employment of a
Senior Civil Engineer Manager following termination
of employment with the Pennsylvania Department of
Transportation (“PennDOT”).
19-529: Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose prohibitions or restrictions upon an A.,
for Political Subdivision B with regard to voting on a
proposed amendment to the Political Subdivision B
zoning ordinance which would allow Cs as a D in the
E of Political Subdivision B, where: (1) the Political
Subdivision B A owns a property that is located in the
E of Political Subdivision B; and (2) the Political
Subdivision B A received a request from an F of the
Political Subdivision B A’s property who is interested
in G a C at the property.
19-530 (Foster): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose prohibitions or restrictions upon an
individual serving as a county commissioner with
regard to using county staff to send emails and
perform other functions related to assisting the
individual with his campaign for election to a position
on the executive board of the County Commissioners
Association of Pennsylvania.

19-005: Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon employment of an A

OPINIONS (Lobby):
19-1002 (Christmas): Re: Whether a registered lobbyist’s work assisting
the Pennsylvania Redistricting Reform Commission
(“Reform Commission”) would constitute lobbying
subject to the disclosure requirements of
Pennsylvania’s lobbying disclosure law (“Lobbying
Disclosure Law”), 65 Pa.C.S. § 13A01 et seq., where:
(1). The registered lobbyist serves as the Policy
Director of the Committee of Seventy; (2) the
Committee of Seventy is a registered principal; (3) the
President and Chief Executive Officer (“CEO”) of the
Committee of Seventy is registered lobbyist as well as
the Chair of the Reform Commission; (4) the
registered lobbyist/Policy Director of the Committee of
Seventy plans to be part of the team that conducts
research and assists in writing the Reform
Commission’s final report, which is due to the
Governor and legislative leaders by August 29, 2019,
and which will contain “best practices” related to non-
partisan redistricting, findings from public hearings
conducted by the Reform Commission, and
recommendations from the Reform Commission to
the Governor and legislative leaders to inform the
redistricting process; (5) the
Committee of Seventy has been and plans to
continue to be involved with Lobbying regarding
redistricting reform; and (6) the Committee of Seventy
might lobby for recommendations contained in the
Reform Commission’s final report.
