ADVICES (Ethics):
24-546 (Wright): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon you with regard to
performing work for a new employer, Pew Charitable
Trusts, following termination of your employment as
the Director of Data and Policy for the Office of
Economic Opportunity within the Commerce
Department of the City of Philadelphia (“City”).
24-547 (Thompson): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon you with regard to
performing work for an engineering consulting firm
following termination of your employment as a Civil
Engineer – Transportation with the Pennsylvania
Department of Transportation (“PennDOT”).
24-547-S (Thomson): Re: Whether, during the first year following
termination of your employment as a Civil Engineer —
Transportation with the Pennsylvania Department of
Transportation (“PennDOT”), Section 1103(g) of the
Public Official and Employee Ethics Act (“Ethics Act”),
65 Pa.C.S. § 1103(g), would impose prohibitions or
restrictions upon you with regard to your name
appearing on invoices that a municipal project
sponsor would submit to PennDOT for processing.
24-548 (Smith): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon you following
termination of your employment as the Director of the
Bureau of Financial Management and Program
Support in the Office of Developmental Programs
within the Pennsylvania Department of Human
Services (“Department of Human Services”).
24-549 (Guiddy): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would prohibit an individual employed as the

Westmoreland County (“County”) Parks and
Recreation Director, who also serves as a Member
and President of the Board of Directors of the
Regional Trail Corporation, from providing Executive
Director services to the Regional Trail Corporation
either: (1) in his capacity as the County Parks and
Recreation Director pursuant to the terms of a written
cooperation agreement between the County and the
Regional Trail Corporation; or (2) in the capacity of an
employee of the Regional Trail Corporation.
24-550 (Gerard): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon you with regard to
performing work for your new employer, the Greater
Pennsylvania Chapter of the Alzheimer’s Association,
following termination of your employment as a Digital
Media Specialist with the Democratic Caucus of the
Pennsylvania Senate.
24-551 (Laird): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose prohibitions or restrictions upon a
business owned by an individual serving as the
District Manager of the Armstrong Conservation
District and her husband with regard to doing
concrete work on Agricultural Conservation
Assistance Program projects for farmers.
24-552 : Re: Whether, pursuant to Section 1103(a) of the
Public Official and Employee Ethics Act (“Ethics Act”),
65 Pa.C.S. § 1103(a), a township supervisor, whose
\[Relative\] is employed part-time with a company that
operates \[Various Facilities\] in the township, would
have a conflict of interest with regard to participating
in discussions, votes, or other actions of the township
board of supervisors pertaining to land development
matters involving or affecting the company.
24-553 (Helfrich): Re: Whether, pursuant to Section 1103(a) of the
Public Official and Employee Ethics Act (“Ethics Act”),
65 Pa.C.S. § 1103(a), you would have a conflict of
interest with regard to using your public position as
Mayor of the City of York (“City”) to raise funds that
would be directed to a nonprofit corporation organized
by the City for the purpose of working to reduce
group/gang-related violence, where you as the City

Mayor would serve on the board of directors of the
nonprofit corporation.
24-554 (Gelsinger): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose prohibitions or restrictions upon an
individual who owns and operates a gym, who also
serves as a school director for a school district, with
regard to providing a training program to
approximately fifteen middle school students of the
school district, where: (1) the school district would
transport the students to the gym at no additional cost
to the school district; (2) the gym would provide
training to the students for approximately one and a
half hours, one day per week, for six to nine weeks;
(3) the school district would provide teachers to
chaperone the students; (4) parents of the students
would be charged a fee that would allow the gym to
cover costs associated with the training program and
make a small profit margin; and (5) the students
would be picked up by their parents or other
appropriate adults at the end of the training day.
24-555 : Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose prohibitions or restrictions upon an
individual serving as a Member of \[the Governing
Body\] of the \[Name of School District\] (“the School
District”), who in a private capacity is employed as
\[the Position\] of \[the Organization\], with regard to
participating in deliberations, votes, or other official
actions of \[the Governing Body\] related to various
entities and individuals that she or \[the Organization\]
interact with professionally.
24-556 : Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose prohibitions or restrictions upon either
of two individuals serving as township supervisors,
one of whom (“Individual One”) is the \[Position\] and
\[Officer\] of one fire company (“Fire Company One”)
and one of whom (“Individual Two”) is a member of
another fire company (“Fire Company Two”) and its
\[Unit\], with regard to voting on \[a Matter That Would
Financially Impact\] Fire Company One and Fire
Company Two.

24-557 (Stine): Re: Whether an individual would have a conflict of
interest under Section 1103(a) of the Public Official
and Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. §
1103(a), with regard to performing the duties of her
position as a Member of the Heidelberg Township
Park and Recreation Board as a result of her service
as a Member of the Board of Directors of the
Heidelberg Township Recreation Association.
24-558 (Stoops): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon you following
termination of your employment as an Emergency
Management Specialist/the State Voluntary Agency
Liaison for the Pennsylvania Emergency Management
Agency (“PEMA”).
24-559 : Re: Whether an individual serving as the \[Position\]
of the \[Office\] of the \[Commonwealth Agency\], whose
husband is employed with \[Name of Corporation\] (“the
Corporation”), would have a conflict of interest
pursuant to Section 1103(a) of the Public Official and
Employee Ethics Act (“Ethics Act”), 65 Pa.C.S. §
1103(a), with regard to participating in direct
interactions with representatives of the Corporation to
discuss any concerns or suggestions that the
Corporation might have with regard to legislative
matters.
24-560 (Gelsinger): Re: Whether, pursuant to Section 1103(a) of the
Public Official and Employee Ethics Act (“Ethics Act”),
65 Pa.C.S. § 1103(a), a School Director for the South
Western School District (“School District”) would have
a conflict of interest with regard to participating in
negotiations pertaining to a new labor contract
between the School District and the collective
bargaining unit for the School District’s teachers,
where the School Director’s wife is employed as a
teacher with the School District and is a member of
the teachers’ collective bargaining unit.
24-561 (Cohen): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose prohibitions or restrictions upon an
individual serving as a Member of the Ethics Hearing
Board of the City of Pittsburgh, who in a private
capacity is a Professor of Organizational Behavior
and Business Ethics at Carnegie Mellon University’s

Tepper School of Business, with regard to accepting
payment for speeches given in her private capacity on
topics such as honesty, morality, and other group
psychology dynamics.
24-562 (Bonacci): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon you with regard to
performing work for an engineering firm following
termination of your employment as a Transportation
Construction Manager 2 with the Pennsylvania
Department of Transportation (“PennDOT”).
24-563 (Paul): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would prohibit an individual employed as an
Information Technology Executive 4 with the Office of
Information Technology within the Governor’s Office
of Administration from serving in a volunteer position
as the Director of Sponsorship for the Pride Festival
of Central Pennsylvania.
24-564 (Moore): Re: Whether, pursuant to Section 1103(a) of the
Public Official and Employee Ethics Act (“Ethics Act”),
65 Pa.C.S. § 1103(a), either of two individuals serving
as township supervisors would have a conflict of
interest with regard to participating in discussions or
votes of the township board of supervisors on two
ordinances that would affect how oil and gas
development may take place in the township, where:
(1) one of the individuals receives income from
leasing property in the township to a natural gas
producer; and (2) the other individual has three
stepbrothers who receive income from leasing
properties in the township to the same natural gas
producer.
24-565 (VanderKam): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose prohibitions or restrictions upon the
members of the board of a municipal authority, who
are considering utilizing a particular corporation’s
wastewater treatment technology for a new
wastewater treatment plant, with regard to accepting
an offer from the corporation to cover the travel costs
associated with the members’ attendance at a
complimentary seminar featuring the corporation’s
wastewater treatment technology.
