ADVICES (Ethics):
21-500 (Gerwick): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose prohibitions or restrictions upon a
School Director for the Grove City Area School
District (“School District”) with regard to participating
in discussions, votes, or other actions of the School
District School Board involving George Junior
Republic in Pennsylvania and its affiliated
corporations, hereinafter collectively referred to as
“George Junior Republic,” where the School Director’s
wife is the Chief Financial Officer of George Junior
Republic.
21-501 (Bird): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose prohibitions or restrictions upon an
individual serving as a Township Supervisor with
regard to reviewing or voting on the subdivision/land
development aspect of a developer’s proposed
residential development, where the individual owns
and resides with his family at a property that is
adjacent to the proposed residential development.
21-502 (Conf): Re: Pursuant to the submitted facts, would the
issuance of a Severance Payment by an Employer to an
Employee constitute a “contingent and severance
payment” prohibited by 65 Pa.C.S. § 1103(e) of the
Pennsylvania Public Official and Employee Ethics Act?

performed by businesses that do not employ your
husband, but are subsidiaries of the parent company
of which your husband is employed?
21-506 (Bia): Re: Would the Public Official and Employee Ethics
Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq., prohibit
you from serving in a compensated position as a
Member of the Board of Directors of a startup
company that has a leasing agreement with the City
of Arnold (“City”) for space in the City’s municipal
building?
21-507 (Conf): Re: Pursuant to the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
as a Township Supervisor, can you participate in
official actions of the Board of Supervisors to approve
a land development project which is located on
land/property that is adjacent to property on which
you reside and operate a business?

would impose employment restrictions upon a

would impose employment restrictions upon a
Member of the Pennsylvania Senate, following his
separation from the Pennsylvania Senate?

would impose restrictions upon you with regard to
performing work for a consultant engineering firm
following termination of your employment as a Senior
Civil Engineer Supervisor with the Pennsylvania
Department of Transportation (“PennDOT”)?
21-512 (Evans): Re: Whether the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
would impose restrictions upon you with regard to
working as an employee of, or as a contractor to, a
vendor that performs financial examinations following
termination of your employment as an Insurance
Company Examination Manager with the
Pennsylvania Department of Insurance (“Department
of Insurance”)?
21-513 (Elridge): Re: Pursuant to the Public Official and Employee
Ethics Act (“Ethics Act”), 65 Pa.C.S. § 1101 et seq.,
as a Member of Council for the Borough of Conneaut
Lake (Borough), can you participate in official actions
of Borough Council to approve exceptions to boat
dock size limitations for Borough Council Members
who rent mooring space at a Borough-owned
lakefront park for their owner-built boat docks?

21-1001 (Campbell): Re: Whether, pursuant to the reporting
requirements of Section 13A05(b)(5) of
Pennsylvania’s Lobbying Disclosure Law (“Lobbying
Disclosure Law”), 65 Pa.C.S. § 13A05(b)(5), and
Section 55.1(g)(5) of the Lobbying Disclosure
Regulations (Regulations), 51 Pa. Code § 55.1(g)(5),
a registered principal would be required to disclose on
its quarterly expense report the name, permanent
business address and daytime telephone number of
any individual, association, corporation, partnership,
business trust or other business entity which
contributed more than 10% of the total resources for
lobbying as opposed to more than 10% of the total
resources received by the principal during the
reporting period.
