Dear Mr. Saxman:
The State Ethics Commission has received a complaint
regarding you and a possible violation of Act 170 of 1978.
The Commission has now completed its investigation into
these actions and finds a violation.
The individual allegations and findings on which our
conclusion is based are:
I. Allegation: That you failed to file a Financial Interest
Statement for the year 1979 at the Falls Township
Office. This was due by May 1, 1980 covering your
service on the Board of Supervisors for the year 1979.
Findings /Discussion: The State Ethics Act and Regu-
lations require all current public officials and public
employees to file a Financial Interest Statement no
later than May 1 of each year they hold office and of
the year after they leave the position.
You are a former - incumbent - elected official of Falls
Township; you were required to file a Financial InteresL
Statement no later than May 1, 1980 for calendar year
1979.
You completed a Financial Interest Statement on August
1, 1981 and forwarded it to this Commission as requested.

Our files in this case will remain confidential in
accordance with Section 8(a) of the Ethics Act, 65 P.S.
408(a). However, this Order is final and will become
available as a public document within 15 days unless you
file documentation with the Commission which justifies
reconsideration and /or challenges pertinent factual findings
made.
During this 15 -day period, no one, including the Re-
spondent and /or Complainant, may violate this confidentiality
by releasing, discussing or circulating this Order. Any
person who violates the confidentiality of a Commission
proceeding is guilty of a misdemeanor and shall be fined not
more than $1000 or imprisoned for not more than one year or
both, see 65 P.S. 409(e).

Conclusion: The Commission accepts the copy of your
Financial Interest Statement. A copy of this filing
will be forwarded to Falls Township for their files.
All Financial Interest Statements are open to the
public for inspection and copying. Failure to file a
Financial Interest Statement violates the Ethics Act.
However, the Commission will take no further action
in these circumstances„
