Dear Mr. Cumberledge: #81- 68- C(2 -2)
The Ethics Commission has received a Complaint alleging
that you have violated the Ethics Act, Act 1978 -170. The
nature of the alleged violation /s is as follows:
Allegations: 1. That you failed to report Wayne Township
as a source of income in Item 15 on your Financial Interest
Statement.
2. That you failed to report unemployment compensation
as a source of income.
3. That you disclosed Tenant Vault Company as a source
of income for calendar year 1980 when it is alleged that you
did not receive more than $500 income for the calendar year
1980 from Tenant Vault Company.
The Commission conducted a preliminary investigation
concerning the allegations and finds the following:
Conclusions: 1. You are required to list Wayne Township as
a source of income if you received more than $500 from this
source in calendar year 1980. You should amend your Financial
Interest Statement in writing to the State Ethics Commission
and Wayne Township.
2. You are not required to disclose unemployment
compensation as a source of income since Commission Reg-
ulations exempt it from being reported.
3. Any information you disclose other than required by
law shall be considered voluntary information such as Tenant
Vault Company.

All files in this case will remain confidential.
However, this Order is final and will become available as a
public document within 15 days unless you file documentation
with the Commission which justifies reconsideration and /or
challenges pertinent factual findings made.
Until this 15 -day period has expired, NO ONE, including
the Respondent- addressee, may violate the confidentiality of
these proceedings by releasing, discussing or circulating
this Order. Any person who violates the confidentiality of
a Commission proceeding is guilty of a misdemeanor and shall
be fined not more than $1,000 or imprisoned for not more
than one year or both, see 65 P.S. 409(e).
