ORDER OF THE COMMISSION
July 29, 1981

Dear Mr. Tedrow: #81- 67- C(1 -2)
The State Ethics Commission has received a complaint
alleging that you have violated the Ethics Act, Act 1978-
170.
The Coimaission received the following allegations:
1. That you filed a nominating petition on February
18, 1981 to appear on the ballot for election and swore in
an affidavit attached to the petition that you filed a
Financial Interest Statement with the State Ethics Commission
on or before filing said petition with the Greene County
Board of Elections.
2. That you filed a copy of your Financial Interest
Statement with the Wayne Township Secretary on February 24,
1981.
3. That you filed the original of your Financial
Interest Statement with the State Ethics Commission on
February 23, 1981 (date stamped).
4. That you failed to give complete status information
in Block 05 and 09 on the Financial Interest Statement; and
5. That you failed to disclose proper sources of
income in Item 15 on the Financial Interest Statement.
The Commission conducted a preliminary investigation
concerning the allegations noted above and finds the following:

Conclusions: The Commission policy on 1981 Candidate
Financial Interest Statement filings states that any Financial
Interest Statement filed with the State Ethics Commission on
or before March 10, 1981 would be acceptable as timely to
the Conauission and that the Co��anission would not pursue
cases in which the filing with the State Ethics Commission
was completed by this date.
The status section of your Financial Interest Statement
(Blocks 05, 08 and 09) are correct= You were formerly
employed as a grader operator with. Wayne Township and this
position does not require you to file a Financial Interest
Statement as a former public employee. Therefore, Block E
in the status section of your Financial Interest Statment
does not have to be checked and Blocks 08 and 09 need not be
listed.
Unemployment compensation. is not required to be disclosed
as a source of income according to the State Ethics Commission
Regulations.
Our files in this case will remain confidential in
accordance with Section 8(a) of the Ethics Act, 65 P.S.
408(a). However, this Order is final and will become available
as a public document within 15 days unless you file documen-
tation with the Commission which justifies reconsideration
and /or challenges pertinent factual findings made.
During this 15 -day period, no one, including the Re-
spondent and /or Complainant, may violate this confidentiality
by releasing, discussing or circulating this Order. Any
person who violates the confidentiality of a Commission
proceeding is guilty of a misdemeanor and shall be fined not
more than $1000 or imprisoned for not more than one'year or
both, see 65 P.S. 409(e).
