Dear Mr. Edelman:
STATE ETHICS COMMISSION
308 FINANCE BUILDING
HARRISBURG, PENNSYLVANIA 17120
ORDER OF THE COMMISSION
July 21, 1981
No. 57
#81 -53 -C (1 -5)
On June 17, 1981, you were notified that the State
Ethics Conunission had received a complaint regarding you and
a possible violation of Act 170 of 1978. The Commission has
completed its investigation into these allegations and finds
there was a violation of the Act when you failed to report
all required sources of income.
The allegations and findings on which our conclusion is
based follow:
Allegation: That you failed to report sources of
income on Line 15 of your Financial Interest Statement.
Conclusion: Section 5(b) of the Ethics Act requires
the reporting of direct or indirect sources of income to-
taling in the aggregate of $500 or more. After a discussion
with the Commission Counsel clarifying those reporting
requirements, you submitted a letter dated July 6, I'981
listing more specific information on sources of unearned
income yielding in excess of $500 annually. While the
failure to list these sources is a violation of the Act,
you corrected your Statement as soon as the requirements
were clarified and the Commission accepts your revised
Statement. A copy of your letter will be sent to the Borough
of Wyomissing to be attached to your original Financial
Interest Statement. The Commission will take no further
action on this matter.
