On December 8, 1980, you were advised that the State
Ethics Commission had received a complaint regarding you and
possible violations of Act 170 of 1978. The Commission has
now completed its investigation into these allegations and
finds no violation of Act 170.
Allegation #1: That you have a conflict of interest in your
appointments to various boards of the Township.
Conclusion: There is no indication of personal financial
gain, any other conflict, or the appearance of a conflict in
your appointments. There is no violation of Act 170, per
se, in the holding of multiple posts.
Allegation #2: There was a conflict of interest in the
completion of a comprehensive plan by Greene International.
Allegation #3: You violated the Ethics Act by withholding
information on debt guarantees of the sanitary Authority.
Conclusion: These activities took place before the effective
date of the Ethics Act - January 1, 1979 - and are not
within the jurisdiction of the Ethics Act. In any event,
there was also no evidence that actions taken on the debt
guarantees would constitute a violation of Act 170.

All files in this case will remain confidential.
However, this Order is final and will become available as a
public document within 15 days unless you file documentation
with the Commission which justifies reconsideration and /or
challenges pertinent factual findings made.
Until this 15 -day period has expired, NO ONE, including
the Respondent- addressee, may violate the confidentiality of
these proceedings by releasing, discussing or circulating
this Order. Any person who violates the confidentiality of
a Commission proceeding is guilty of a misdemeanor and shall
be fined not more than $1000. or imprisoned for not more
than one year or both, see 65 P.S. 409(e).
