Dodds Vice - President Greene International, Inc. 504 Beaver Street Sewickley, PA 15143 Re: #80 -38 -C (1 -5) Dear Mr. Dodds: STATE ETHICS COMMISSION 308 FINANCE BUILDING HARRISBURG, PENNSYLVANIA 17120 ORDER OF THE COMMISSION June 16, 1981 No. 44 #80 -38 -C (1 -5) On December 8, 1980, your firm was informed that the State Ethics Commission had received a complaint regarding possible violations of Act 170 of 1978. The Commission has now completed its investigation into these allegations and finds no violation of Act 170. Allegation: There was a conflict of interest in your firm's development of the township comprehensive plan. Conclusion: All activities took place prior to January 1, 1979., the effective date of the Ethics Act, and are not within the jurisdiction of the Ethics Act. In any event, there was also no evidence that actions taken during the course of development of the plan or the subsequent instal- lation of the sewage system would constitute a violation of Act 170. All files in this case will remain confidential. However, this Order is final and will become available as a public document within 15 days unless you file documentation with the Commission which justifies reconsideration and /or challenges pertinent factual findings made. Dodds June 16, 1981 Page -2- Until this 15 -day period has expired, NO ONE, including the Respondent- addressee, may violate the confidentiality of these proceedings by releasing, discussing or circulating this Order. Any person who violates the confidentiality of a Commission proceeding is guilty of a misdemeanor and shall be fined not more than $1000. or imprisoned for not more than one year or both, see 65 P.S. 409(e).
