Dear Senator Gekas:
STATE ETHICS COMMISSION
308 FINANCE BUILDING
HARRISBURG, PENNSYLVANIA 17120
ORDER OF THE COMMISSION
October 21, 1980
No. 10
#80 -06 -C
The Commission has completed the investigation of the
allegations involving you and finds no violation of the
Ethics Act.
The individual allegations and findings on which our
conclusion is based are:
Allegation #1: that you are a member of a law
firm which advertises that it performs legal
services in matters related to state agencies.
Finding - your firm does advertise but this is not
restricted by Act 170.
Members of your law firm represent clients before
state agencies but you do not nor do you monitor
the work of other members of your firm.
Allegation #2: that you had a conflict of interest
because your law firm advertises that it performs
divorce services and you spoke in the legislature
concerning Pennsylvania's new divorce law.
Finding - you did speak on the divorce law as a
representative of your constituents but this is
not prohibited by Act 170.
Allegation #3: that you failed to make full
disclosure on your Financial Interest Statement
when you did not disclose the firm's clients.

Findings - you did not disclose because you believe
the revelation of clients could be a violation of
the professional ethics regarding the confidential
nature of the relationship between the attorney
and his /her client. A number of law suits have
been filed and heard in Commonwealth Court on this
question. The Commission will take no action on
this question until the Court has given a decision.
All files in this case will remain confidential.
This order will be final and become available as a
public document within 20 days unless you file documentation
which justifies pertinent factual changes.

Sincerely yours,
