The individual allegations and findings on which our conclusion is based are: Allegation #1 - that Hempfield Township Supervisors Lohr and Skiavo purchased property at an advantageous price because of political actions they took. Finding - the property in question was purchased prior to January 1, 1979. Allegation #2 - that Township Supervisors Lohr and Skiavo voted for township actions which benefitted them as property owners. Finding - that the alleged violation took place prior to January 1, 1979. Allegation #3 - that as a result of the above actions, Supervisors Lohr and Skiavo realized financial gain from political office.
