The Commission has completed the investigation on the
allegations involving you and finds no violation of the Ethics
' Act.
The individual allegations and findings on which our
conclusion is based are:
Allegation #1 - that Hempfield Township Supervisors
Lohr and Skiavo purchased property at an advantageous
price because of political actions they took.
Finding - the property in question was purchased
prior to January 1, 1979.
Allegation #2 - that Township Supervisors Lohr and
Skiavo voted for township actions which benefitted
them as property owners.
Finding - that the alleged violation took place prior
to January 1, 1979.
Allegation #3 - that as a result of the above actions,
Supervisors Lohr and Skiavo realized financial gain
from political office.
Finding - that the alleged violation occured prior to
January 1, 1979.
Allegation #4 - that Township Supervisor Skiavo used
township equipment for personal benefit.
Finding - Skiavo admitted the violation and reim-
bursed the township for the use of the equipment.
This violation also occured prior to January 1, 1979.

The effective date of Act 170 was January 1, 1979. The
Ethics Commission has no authority to investigate or take
actions on any activity prior to that date. This investigation
and order is limited to that finding.
All files in this case will remain confidential.
This order will be final and become available as a public
document within 20 days unless you file documentation which
justifies pertinent factual changes.
