The Commission has completed the investigation on the
t allegation involving you and finds no violation of the Ethics
Act.
The individual allegations and findings on which our conclusion
is based are:
Allegation #1: that as Comptroller of Allegheny
County, you were involved in a conflict of interest
because of dual employment as Comptroller and a
Stockbroker licensed with the New.York Stock Exchange.
Findings - the brokerage firm confirmed your dates of
employment as December 1975 to October 1979 and that
you were not required to work specific hours. They
also stated that you were employed by the Pittsburgh
Office and were not required to conduct business only
from that office.
You stated that you sold only to private clients and
did not participate in votes, underwritings, bond
offerings, or other ventures involving the brokerage
house with which you were employed.
All files in this case will remain confidential.
This order will be final and become available as a public
document - within 20 days unless you file documentation which justifies
pertinent factual changes.
