The Commission has completed the investigation on the
allegations involving you and finds no violation of the
Ethics Act.
The individual allegations and findings on which our
conclusion is based are:
Allegation #1: that you, a Township Supervisor,
in Tunkhannock Township, Monroe County, in Sep-
tember of 1978 and November of 1979, worked on
school buses owned by your wife while you were on
state employment time.
Finding - there were no school bus breakdowns in
September of 1978. It was alleged that the 1979
work was fixing chains during the first snowfall
in November 1979. The first need for snow chains
was on December 20, 1979. The information on
school bus breakdowns and the use of snow chains
was provided by the local school district.
It must also be noted that the Ethics Act gives
jurisdiction only for action after January 1, 1979
Allegation #2: that you attended Tunkhannock
Supervisors' meeting on state payroll time.

Finding - the leave records of the Pennsylvania
Department of Transportation show that you took
annual leave to attend Township Supervisor meetings.
All files in this case will remain confidential.
This order will be final and become available as a
public document within 20 days unless you file documentation
which justifies pertinent factual changes.
