Market Street Johnsonburg, PA 15845 Re: Financial Interests Statement, Solicitor, Disclosure, Industrial Development Authority, Investments, Law Practice. This Opinion is issued in response to your request of September 15, 1989. Whether the solicitor of an industrial development authority is required to file a Statement of Financial Interests and, if so, what disclosures are required relative to his law practice and investments. II. Factual Basis for Determination: You are employed as the solicitor for the Elk County Industrial Development Authority which was created by the Elk County Commissioners. In your private practice of law you have several clients from whom you receive fees in excess of one thousand dollars per year. You also have stock in at least two corporations that pay dividends amounting to less than one thousand dollars per year. You query whether you must file a Statement of Financial Interests and, if so, what interests must be disclosed. III. Discussion: Section 4(a) of the Ethics Act provides in part as follows: (a) Each public official of the Commonwealth shall file a statement of financial interests for Mr. Norbert J. Powell Page 4 Commission within fifteen days of the mailing date of this Opinion. The person requesting reconsideration should present a detailed explanation setting forth the reasons why the Opinion requires reconsideration. By the Commission, Robert W. Brown, Vice Chair James M. Howley did not participate in this decision.
