Lovette Assistant to the Director House of Reprsentatives Commonwealth of Pennsylvania Harrisburg, PA 17120 RE: Application of Act 170 to individuals elected or appoinced to party positions. On August 13, 1979 you asked two questions: 1. Whether or not an individual who is either an elected or appointed member of the State Committee, democrat or republican, must file a financial disclosure statement? 2. Whether or not an elected appointed committee person who is member of each of the county committees must also file a financial disclosure statement? Act .170 contains numerous references to classes and persons who come within the scope of the Act. All of these references refer to public office, public official, and public employee. Persons elected or appointed to party positions - as opposed to public positions - are not considered candidates under the Commonwealth's election laws. Persons who are appointed or elected to party positions such..as. persons are not covered by Act 170. This conclusion applies to any level party office. aul J ; ith Chair 79 -051
