OPINION OF THE COMMISSION

RE: Construction of Section 3(e) of the State Ethics Act.

FACTS:
On August 3, 1979 you requested a written Commission
opinion concerning your contract with the private consultant
firm International Meeting Planners, Inc. This firm will be
conducting (5) candidate seminars around the state. At these
seminars you will be doing a presentation on the State Campaign
Finance Law and candidates requirements under that law.
Mr. Louis Mete is a former employee, director of the Election
Bureau of the Department of State.
DISCUSSION:
Section 3(e) provides as follows: "No former official
or public employee shall represent a person, with or without
compensation, on any matter before the governmental body with
which he has been associated for one year after he leaves that
body.
CONCLUSION:
Under Section 3, Mr. Mete is prohibited from appearing
before the Election Bureau, or pursuing any interest of any
client for a period of (1) year before the Eleetion Bureau.
He may make informational inquiries, such as requests for
public documents.
Mr. Mete is not prohibited from conducting seminars
around the state as an independent contractor of International
Meeting Planners, Inc.
Pursuant to Section 7(9), this opinion is a complete
defense in any enforcement proceeding initiated by the Commission,
and evidence of good faith in any other civil or criminal
proceeding, providing all the material facts have been
truthfully disclosed and the acts complained of are in relaince
of this opinion.
