In your letter of June 28, 1979 you requested an
opinion from the State Ethics Commission on the "responsibilities
of a candidate for delegate to a national convention" under
Act 170. You also asked for a definition of "commercial pur-
poses" as that term is used in Section 3(f) of the Act.
Section 3, all subsections, specifies restricted
activities and those persons so restricted. Section 4, all
subsections, specifies the responsibilities for filing state-
ments of financial interest and those responsible. Both sec-
tions identify public employees, public officials, executive
level state employees, and candidates for public office as
persons who have obligations under Act 170.
It is the Commission's opinion that delegates to
national political conventions are not covered under Act 170.
It is also the Commission's opinion that delegates to state
and local political conventions are not covered by Act 170.
The Commission cannot respond to your request for
a definition of "commercial purposes" at this time. Our
attorney is preparing rules and regulations and will include
this question in that process. We shall inform you of the
Commission's decision as soon as it is made.

available as such.
