You have, by letters dated April 10 and April 16, 1979,
with attachments, including an organization chart and a copy of
Act 141, asked for advice with respect to your conduct as a private
citizen and as to the legality of your accepting a position offered
you as executive secretary of the Commission for State Colleges and
University (CSCU). Your request has been carefully considered
by the State Ethics Commission and you are advised as follows.
You are a former official and as such, you may not re-
present a person with or without compensation on any matter before
the governmental body with which you were associated for one year
after you leave that body.
The governmental body with which you were associated as
Director of the Pennsylvania Professional Standards and Practices
Commission are the following: all of the duties and responsibilities
included in Act 141, Section 5.
Section 1 of Act 1978 -170 states that the Legislature
declares that the holders of public office covered by the Act pre-
sent neither a conflict nore the appearance of a conflict with the
public trust. The State Ethics Commission suggests that you can
best accomplish this end by restricting yourself for a period of
one year after leaving state employment from any and all activities
having anything to do with Professional Standards and Practices
described in Act 141.

are subject to the State Ethics Act, you may address your inquiry
to the Commission in writing for additional guidance.
