The Commission has completed the investigation on the
allegations involving you and finds no violation of the
Ethics Act.
Allegation #1: that you, Chairman of the Pennsyl-
vania Labor Relations Board, are a major stockholder
in the Labor Relations Press, Inc., and personally
benefit from this association in violation of Act
170.
Finding: the State Ethics Commission met with Mr.
Kahn's attorney, Mr. William J. Atkinson, and
discussed Kahn's activities, responsibilities and
duties as well as his involvement with Labor
Relations Press, Inc.
A review of business publications and forms showed
there was no direct or indirect use of the Chairman's
office or information from that office.
All files in this case will remain confidential.
This order will be final and become available as a
public document within 20 days unless you file documentation
which justifies pertinent factual changes.
