ADVICE OF THE COMMISSION
On July 24, 1980, you asked whether there will
be a conflict of interest under Act 170 if you taught a'.
course in Collective Negotiations at the University of
Pennsylvania.

At the time of your request you were the Director
of the Center for Coordination and development in the Department
of Education; since then, you have become the Director of
the Office of Management in the Department of Justice.
On July 30, 1980, you told the Executive Director
of the Commission that your official responsibilities did
not involve the University of Pennsylvania.
There would be no conflict of interest under Act
170 in your teaching the Collective Negotiations course at
the University of Pennsylvania.
Pursuant to Section 7(9)(ii), this advice is a
complete defense in any enforcement proceeding initiated
by the Commission, and evidence of good faith conduct in
any other civil or criminal proceeding, providing the requestor
has disclosed truthfully all the material facts and committed
the acts complained of in reliance on the Advice given.
You may appeal this advice to the full Commission.
This letter is a public record and will be made
available as such.
