Light 415 Radcliffe Drive Harrisburg, PA 17109 Dear Mr. Light: PJS/ j c STATE ETHICS COMMISSION 308 FINANCE BUILDING HARRISBURG, PENNSYLVANIA 17120 June 6, 1980 ADVICE OF THE COMMISSION On December 21, 1979 you asked whether you are a public employee and what restrictions would be placed on any lobbying activities you might undertake should you leave the employ of the Pennsylvania Senate. Advice #80 -668 You wrote that you review legislation to determine whether amendments are needed or possible, answer any questions on the content of legis- lation before the Senate Constitutional Changes Committee, and work with lobbyists when they want to pass their views on legislation or issues to Senator Early. You are a public employee as that term is used in Act 170. You would be restricted from representing anyone before Senator Early, his staff and the Senate Constitutional Changes Committee for a period of one year after you leave your position with the Senate. Pursuant to Section 7 (9) (ii), this advice is a complete defense in any enforcement proceeding initiated by the Commission, and evidence of good faith conduct in any other civil or criminal proceeding, providing the requestor has disclosed truthfully all the material facts and committed the acts complained of in reliance on the advice given. You may appeal this advice to the full Commission. This letter is a public record and will be made available as such.
