On March 12, 1980 you asked a number of questions
of the State Ethics Commission. On April 7, 1980 the
Commission approved regulations for final publication
and you are advised as follows:
1. Municipal Authorities are covered by the State
Ethics Act as independent agencies of the Common-
wealth. Solicitors to municipal authorities are
required to file Financial Interest Statements by
May 1 of each year with the authorities they
represent. A solicitor representing more than one
authority or governmental body should file a copy
of his or her statement with each governmental body.
2. Where you represent a township or borough and advise
various commissions and boards under those townships or
boroughs on an occasional basis, it is necessary only to
file your Financial Interest Statement with that township
or borough.
3. You should file a copy of your Financial Interest Statement
with each zoning hearing board which you represent where
you do not also represent the township or other governmental
bodies which created the zoning hearing board.
4. Solicitors and other lawyer- officials and lawyer- employees
are required to disclose the names of those clients from
whom they have received $500 or more for services related
to their governmental body.
