This request could not be answered until regulations were developed. The Commission approved their publication on April 7, 1980 and you are advised as follows: 1. School board members coverage will be determined by the Pennsylvania Supreme Court in a case now pending. 2. All authority and board members who are appointed and not compensated are not covered by the State Ethics Act and are not required to file a Financial Interest Statement. 3. All solicitors for boards, authorities and other municipalities are covered by the State Ethics Act and are required to file a Financial Interest Statement with their governmental body. They do not file with the State Ethics Commission. 4. Treasurers for various municipalities, boards, and commissions are generally not covered by the State Ethics Act and are not required to file a Financial Interest Statement. If they are delegated authority to make funding and contractual decisions as opposed to implementing the specific instructions of the governing authority, then they would be required to file a Financial Interest Statement with their governmental body.
