Dear ',Ir. O'Connor :
In your letter of July 27, 1979 you asked "whether a
position I am considering as government affairs manager of the
Pennsylvania Retailer's Association would conflict with the
a.thics law."
In your former position with the Governor's Office
bureau of Personnel, you were a "public employee" as that term
is used in Act 170.
Section 3(e) of the Act states "no former official or
public employee shall represent a person with or without compen-
sation on any matter before the governmental body with which he
has been associated for one (1) year after he leaves that body."
The governmental body with which you were associated
was the Governor's Office including the Office of Administration.
It is my opinion that there would be no conflict in
your new position as long as you do not "represent" your new
employers before the Governor's Office or any of its organiza-
tional elements.
